Oxnard –The Finance and Governance Committee took steps to enhance hiring on Tuesday, February 13, approving an amendment for Hireclout Inc. Professional Services.

The Kore 1 Agreement Amendment extends its value to June 30, 2025, for a total of $950,000.
Vendor services are needed to assist the Information Technology (IT) Department in finding qualified personnel to fill urgently needed open department positions to meet the needs of residents and businesses.
Chief Information Officer Rob Rubin introduced the agreement, which authorizes Mayor John Zaragoza to implement the First Amendment for Hireclout’s professional services, extending their value to $850,000 through June 30, 2025, for information purposes. Technical consulting and recruitment services.
The city still faces challenges recruiting and retaining talent, he said, especially when it comes to finding technical talent.
“The city and the vendor (with Hireclout) entered into a $200,000 IT staff recruitment services agreement in August 2023,” Rubin said. “During the fiscal year, the IT department has been working on more than 30 technology projects, including Remedial actions taken in response to several key audit findings from previous years.”
He said the projects involve multiple departments, including police, fire, public works, billing and permitting.
“Consultants played a key role in working with existing staff to gather requirements, design solutions, build, test and implement several of these projects,” Rubin said. “More than half of the department’s projects have either been completed or have progressed beyond their initial stages, which would not have been possible without Higherclout’s staffing.”
He said that the new amendment supports the uninterrupted use of the vendor’s services to fill the personnel needed to continue implementing technology projects, and that the funds are already included in the IT department’s budget and no further budgetary allocations are required.
“Expenditures for fiscal year 2024-2025 will be managed based on the department’s approved budget for that year,” he said.
Rubin said the two vendors, Hireclout and Kore1, play similar roles, and by having both vendors, the city can enjoy competition between the two companies.
“We’re able to fill positions faster,” he said. “They’re actually doing the same thing. They’re looking for the same candidates, and we’re giving every vendor a fair and equal opportunity on every job opportunity.”
He said the city gets a broader net and search by having two agencies.
“There’s some competition between them,” Rubin said.
Committee member Councilor Gabe Teran noted that for agencies to be paid for successfully hiring candidates, they must act quickly.
“They only get reimbursed if they find a successful candidate,” Rubin said. “That’s not when they were interviewed. When we took them on and joined them. It created a little tension between the two vendors. Neither could let up and we got better service from them.”
He noted that the city of Oxnard is competing with many private businesses and other area cities for highly qualified candidates.
“We choose from a pool of candidates with many options,” he said. “In this city, we have a particularly valuable mission for our residents, and one of the things we offer is we can get these candidates very excited about building an IT organization here and serving that mission. That’s One of the key values we use to excite candidates.”
