Top bureaucrats charged with advancing “racial justice” in federal hiring and retention practices earn high salaries and cost taxpayers millions of dollars.
As of 2022, human resources leaders at 22 different federal agencies and Cabinet departments received a combined total of about $4.2 million annually in taxpayer-funded salaries, according to data from Open The Books and reviewed by the Daily Caller News Foundation. The average annual taxpayer-funded salary for the human resources officers included in the DCNF review is about $200,000.
DCNF’s analysis covers members of the Chief Human Capital Officer Council (CHCOC), an interagency committee of senior human resources officials across the federal government. The salaries of chief human capital officers at the Departments of State, Homeland Security, Defense, Interior, and Health and Human Services are not included in DCNF’s payroll because their salary information cannot be verified.
CHCOC is committed to “building[ing] “Building a diverse, equitable, inclusive and accessible workforce” in line with President Joe Biden’s agenda, according to the commission’s 2022 report to Congress.The committee said it “champions[s] Government Diversity, Equity, Inclusion and Access (DEIA) Initiatives. “
Biden issued an executive order in June 2021 ordering executive agencies to evaluate their “human resources practices” to ensure they “aggressively advance equity, civil rights, racial justice, and equal opportunity.”The order directs agencies to “identify areas [in their human resource practices] Lack of evidence” and proposes opportunities to “promote diversity, equity, inclusion and access”. Since Biden issued his executive order, many senior human resources officials at federal agencies have issued statements or directives supporting workplace diversity policies.
Jessica Palatka, the Commerce Department’s chief human capital officer, ordered agency managers in March 2023 to “implement at least one initiative to increase awareness and emphasize workplace diversity, equity, inclusion and accessibility.” “The value of sexuality” and requires them to provide employees with “programs or training that promote diversity, equity, inclusion and accessibility and enhance cultural competency and equity in the workplace” and use communications strategies to “demonstrate a commitment to” diversity support gender, equity, inclusion and accessibility efforts. “

Catherine Emerson served as the Justice Department’s top human resources official until January 2023, where she worked closely with the Justice Department’s first chief diversity officer to coordinate diversity initiatives that began in August 2021.The Chief Diversity Officer’s responsibilities include providing diversity training to federal employees, “promoting[ing] Organizational Culture Shift,” in alignment with the Biden administration’s diversity mandate.
According to Open The Books’ database, Emerson’s annual income in 2022 was $203,700.
Philip McNamara, the transportation department’s top human resources official, boasted in a Washington Post piece that “as part of this administration, we launched a program to ensure our workforce reflects our Diversity in Communities Served Nationwide” Board of Directors List.
McNamara earned a taxpayer-funded salary of $175,136 in 2022, according to records in the Open The Books database.
Elias Hernandez, the Small Business Administration’s (SBA) human resources director, said in November 2021 that he has been working to implement Biden’s diversity executive order by conducting review, and convene a committee made up of “representatives from across the agency to ensure we improve diversity, equity and inclusion,” the administration said.
“The SBA has a strong foundation in diversity, equity and inclusion,” Hernandez said.
The SBA paid Hernandez $273,455 in 2022, according to Open The Books’ database.

DCNF’s analysis of federal HR czar salaries includes the Departments of Agriculture, Commerce, Education, Energy, Housing and Urban Development, Justice, Labor, Transportation, Veterans Affairs and Treasury.
Environmental Protection Agency, General Services Administration, NASA, Office of Management and Budget, Nuclear Regulatory Commission, USAID, Social Security Administration, National Science Foundation, Office of Personnel Management, Small Business Administration, and U.S. International Trade Commission included.
The White House and Office of Personnel Management did not immediately respond to DCNF’s request for comment.
