A five-story residential infill at 1715 Foothill Avenue in Oakland’s San Antonio neighborhood has received a new pre-application permit. The development will bring new deed-restricted housing that developer Chris Heller said will be affordable for Oakland Unified School District teachers.
Recent applications indicate a significant increase from the original permit number for twelve units in a three-storey structure. According to the latest application, the developer hopes to add 29 homes on the vacant parkside site. The proposed 61-foot-tall building would have approximately 28,250 square feet. Unit types will include 20 one-bedrooms and 9 two-bedrooms. The ground floor will include a lobby and café. A rooftop deck will be provided for residents facing the park.
“Our children attend Oakland Public Schools from kindergarten through high school, and we know many teachers either have to work extra hours after school or have long commutes,” program developer Chris Heller wrote to YIMBY. Le noted that from 1715 Foothill Boulevard, future residents will be within walking distance of multiple schools and adjacent to a bus stop served by AC Transit 40.
Applicants use state density incentive programs for projects that are 100 percent affordable. Of the 29 units, about four-fifths are affordable to low-income families and one-fifth are affordable to middle-income families.
Austin Sandy Architects is responsible for the design, working with modular home manufacturer Factory OS. Illustrations show the five-story infill will be clad in white stucco, brick veneer and cement board.
The 0.24-acre site is located along Foothill Boulevard facing San Antonio Park between 17th and 18th avenues. The hotel is located near I-880 and is a 10-minute bike ride from Brooklyn Basin Waterfront Park. The site is also home to several schools, according to the developer’s vision. Roosevelt High School is just a few blocks across from San Antonio Park. Garfield Elementary School is four blocks south on Foothill Avenue and Franklin Elementary School is about seven blocks north.
The preliminary permit would allow developers to use Senate Bill 330 and expedite the approval process. The property last sold in 2022 for $610,000. Estimated construction costs and timelines have not yet been released.
