This will include a plan to increase the cap on employer wage support to S$45,000 per worker for an average period of six months.
Singapore’s Ministry of Manpower announced during the 2024 Supply Council debate that the Career Conversion Program (CCP) will be enhanced.
In his speech, Manpower Minister Dr Tan Siring said the announcements were aimed at providing greater support to employers.
Here are the details of upcoming enhancements:
- Expand salary support
Increase caps on salary support for mature or long-term unemployed workers Maximum salary support increased from S$6,000 to S$7,500 per month.For other CCP participants, the limit is Increase from $4,000 to $5,000 per monthH. This means employers can receive up to S$45,000 in salary support per employee during the six-month conversion programme.
- Expanding qualified job roles
this The maximum monthly training allowance for interns under the CCP will also be increased from S$4,000 to S$5,000. CCP will also be extended to existing employees within the company. Today, CCP can only be used to retrain existing workers who are at risk of redundancy. Looking ahead, Minister Chan said the government will support employers in proactively retraining existing workers to take on new growth positions.
- Conduct structured career planning (SCP) workshops for employers/HR departments
Through SCP workshops, prospective employers/HR will be able to have meaningful one-on-one career conversations with existing employees who have been identified as being retrained into new growth jobs under the CCP, thereby enabling Line managers and HR have the ability to support their employees in developing career development plans.
Minister Tan Sad said Workforce Singapore (WSG) will continue to consult with the industry to review the programs on offer and encouraged employers to contact WSG to explore how they can leverage CCP to meet their talent needs.

Minister Chen also said that the government will cooperate with various organizations for the following reasons:
- The government will support the National Trade Union Congress (NTUC) to set up more Company Training Committees (CTCs) to work with company management to drive business and workforce transformation.
- The government will also work with the National Trades Union Congress, the Singapore National Employers Federation (SNEF) and other trade associations and chambers of commerce (TAC) in the financial services, ICT, retail and precision engineering sectors to organize structured career guidance workshops for Line managers and human resources departments provide training and skills to support employees in developing career development plans.
- Finally, MOM and SNEF formed the Action Alliance for Expanding Access to Talent (AfA) last year. Led by SNEF’s Dr Bicky Bhangu and HR guru expert Aileen Tan, the AfA is working with progressive businesses and TAC leaders to develop practical solutions to support skills-based recruitment and workforce agility.
Business opportunity
The government will also work with businesses to expand overseas opportunities for professionals, managers and senior executives, and support overseas entrepreneurship and career development in Singapore.
The Minister of Trade and Industry announced that the government will launch the Global Business Leaders Program (GBLP) to support companies in sending Singaporean workers with leadership potential to serve overseas. GBLP adds to the range of existing leadership development programmes.
To complement these leadership development programs, WSG will launch a new Overseas Market Immersion Program (OMIP), designed to encourage companies with overseas expansion plans to send employees with little or no overseas market experience to serve overseas.
With a strong global team, companies will also be better able to expand overseas markets and compete. OMIP will provide financial support to these companies.
More details on the GBLP and OMIP will be announced in the coming months.

Finally, Minister Chen said CareersFinder, the comprehensive job and training recommendation system, will be enhanced to better recognize and reward skills in recruitment and career development.
In the first six months, more than 15,000 people have used the CareersFinder tool on the Singapore Workforce Board’s MyCareersFinder portal.
