Riyadh— The Ministry of Human Resources and Social Development (MHRSD) has announced that the Saudiization of the Sales, Procurement and Project Management professions will be effective from Sunday, December 24. This comes after the end of a grace period granted earlier by the ministry. Across these three important sectors, the percentage of Saudization implemented varies.
According to the ministry, for businesses employing five or more salespeople, the sales force localization rate is 15%. Sales occupations under Saudization include wholesale sales managers, retail sales managers, sales specialists, information and communications technology equipment sales specialists and sales representatives.
The ministry said that as of Sunday, 50% of Saudiization had taken effect in the procurement industry. Prominent among these professions are purchasing manager, purchasing representative, contracts manager, tendering specialist, and purchasing specialist.
The ministry’s decision also includes the localization of 35% of the project management profession in the first phase. The most prominent of these professions include project management manager, project management specialist, project manager, project management office specialist, communications project manager, and business services project manager.
The Saudiization of the sector will be implemented in two phases in collaboration with the Ministry of Urban and Rural Affairs and Housing. The first phase targets 35% of the total number of project management professional practitioners in all companies with three or more workers, and the second phase targets 40%, with the minimum wage set at SR 6,000.
The Ministry, in collaboration with other ministries and regulatory agencies, embarked on the journey of Saudi Arabization with the aim of providing Saudi Arabians with more stimulating and productive employment opportunities and increasing their participation in the labor market.
This is a continuation of the ministry’s efforts to create more employment opportunities for young Saudi men and women and provide them with a stimulating, productive and stable working environment in various regions of the Kingdom. It also aims to increase their level of participation in the labor market and enhance their contribution to the economic system.
The ministry confirmed that it will provide an incentive package to encourage private sector institutions and help them employ Saudis. These include support for the process of attracting and finding suitable workers, support for training and qualification as well as recruitment processes and career continuity, in addition to benefiting on a priority basis from all nationalization support programs available in the system, as well as support programs implemented through Human Resources Development Fund (HADAF).
The ministry has issued a guide explaining the details of the professional localization decision and its implementation mechanism. It also emphasizes the need for businesses to comply with Saudi Arabization regulations to avoid statutory penalties imposed on violators.
