Cairo: Saudi Arabia says its human resources jobs will be limited to Saudi nationals as it seeks to provide more jobs for its citizens.
The Saudi Ministry of Human Resources and Social Development made the confirmation in response to an inquiry from a citizen who said he had been interviewed by a foreigner who worked as a human resources specialist at a medical center.

At the same time, the ministry announced that the second phase of the decree, which localizes 40% of the total workforce of consulting service professionals, has come into effect.
The first phase, which took effect in April last year, stipulated that 35% of employees in these positions must be Saudi Arabians.
In recent years, Saudi Arabia has launched a series of initiatives to employ nationals and replace foreign workers in various sectors, including education, telecommunications and real estate, as part of its “Saudi Arabization” labor policy.
Earlier this year, Saudi Arabia said it would localize some engineering work. The decision, which will come into effect on July 21, will see Saudi Arabia integrate 25% of engineering majors into private sector establishments, employing at least five workers per position.
In December, Saudi Arabia’s labor authorities said the decision to localize sales, purchasing and project management work had taken effect. The Ministry of Human Resources said sales occupations will initially be 15% Saudi-based, covering positions such as sales managers, retail sales managers, sales specialists, wholesale managers, information technology and telecommunications equipment specialists and sales agents.
In September, Saudi Arabia announced a localization plan for the dental profession, initially set at 35% by March this year. The health ministry said it would track the implementation of decisions aimed at increasing Saudi participation in the labor market. Compliant private sector institutions will benefit from incentive and support programs provided by the Ministry of Human Resources to help them hire Saudis.
These incentives include support for the process of finding qualified employees, training and employment continuity, and access to the Saudi Employment Support Programme.
In December 2022, another decree localizing postal service and parcel transport employment across the country came into effect. Saudi Arabia also implements regional employment programs for its nationals.
