The salary threshold for exemption from COMPASS is similar to the salary threshold required for job advertisements under the Fair Consideration Framework and is benchmarked against the top 10% of EP holders.
As the Ministry of Manpower shared in a written reply to Parliament, less than 10% of approved applications scored 0 points on the Diversity Criteria (C3) because the proportion of candidate nationalities in the organization’s PMET exceeded 25 %. These applications still need to score at least 20 points on other criteria to meet the minimum 40 points required to pass COMPASS.
MOM discourages judging the quality of EP candidates based on performance on any single criterion.
“COMPASS recognizes that there is no one-size-fits-all approach to defining a candidate’s qualities. Instead, it considers six criteria, considering individual and company-level attributes, as well as whether the candidate fills a shortage position or contributes to strategic economic priorities. matter.”
