SF BART recently submitted a preliminary application for the redevelopment of the North Berkeley BART station at Sacramento Street in Berkeley. Local transit agencies will use Assembly Bill 2011 to streamline the approval process through a CEQA-exempt and time-limited process. When completed, 739 new homes will replace the surface car parks surrounding the bus station.
The San Francisco Bay Area Rapid Transit Authority is the property owner overseeing the project. The development team driving construction will include BRIDGE, Insight Housing, East Bay Asian Local Development Corporation and AvalonBay Communities. The pre-application cited an Act of Parliament 2011, also known as the Affordable Housing and Highways Jobs Act 2022. AB 2011 ensures that eligible projects do not require CEQA review or discretionary approval. The bill also requires municipalities to review applications for code compliance within 90 days and, if appropriate, grant approval within 180 days.
Recent permits indicate the 5.5-acre site will be home to 13 mixed-use and residential buildings with a total of 739 units and 769,300 square feet. There is a wrap-around garage surrounding the station with space for 296 cars. The 13 buildings will be expanded to third to eighth floors. Improvements to the Ohlone Greenway will be combined with approximately 48,000 square feet of public open space, street upgrades and landscaping. The ground level will include 6,000 square feet of community service uses.
More than half of the 739 units will be designated as affordable housing. Deed-restricted housing will be provided for extremely low- and low-income households.
David Baker Architects is working with Yes Duffy Architects on the architectural design. The latter architecture firm is headed by Yes Duffy, a former DBA architect and former television personality. The illustrations showcase a dynamic and varied range of facade treatments including windows, setbacks and volumetric breaks to increase the visual appeal of the entire site. EinwillerKuehl is responsible for the landscape design. The company will oversee improvements to sections of walkways, small gardens and colonnades along the Ohlone Greenway.
Construction is expected to begin in mid-2025. The cost has not yet been determined.
